Trying to satisfy various clans egos in power sharing is proving to be a big headache for PM.
Mogadishu, (insidesomalia.org) - Members of the appointed Somali cabinet of ministers resigned from their ministerial posts overnight in Baidoa, second official site of the Somali Transitional Federal Government.
The four ministers who resigned include Hassan Mohamed Shati-Gudud, Minister of National Security and Sheikh Mohamed ‘Mad-ker, Minister of National Reconciliation, all belong to Digil and Mirifle clan, one of four main clan who are stakeholders in Somalia.
Speaking at a press conference in Baidoa , Mr. Shati-Gudud had criticized the new Prime Minister Nur Hassan Hussein ‘Nur Adde’ for what he described as defying the role of Digil and Mirifle and power sharing system in which the structure of the distribution and partition of ministerial and parliament seats is based on.
Mohamed Omer Dahl, first deputy of Speaker of the parliament, who presided over the session enclosed it after he was summoned up by the president and the Prime Minister at the Presidential Palace in Baidoa for further consultations, says a lawmaker speaking in anonymously in Baidoa.
Few hours after the new cabinet was sworn in before President Abdullahi Yusuf on Sunday Mowlid Ma’an, a lawmaker and former Sports Minister of former cabinet of Ali Mohamed Geli, criticized the new Prime Minister Nur Adde, as “none-inclusive”.
“The fifth clan ”the others” were excluded from this government and deliberately abandoned” said Mow lid Ma’an who belongs to fifth clan coalition and was not incorporated the new cabinet.
Jarerweyne, Banadiri, Tumal, Midgan , Yaxar has no ministerial positions in the structure of the government appointed by Prime Minister Nur Adde.

“We have been dishonoured, we can be satisfied the posts we were dispensed’ said Mad-ker who was not sworn in but later on Saturday appointed as Minister of National Reconciliation .
Legislators in the Parliament contemplated that the Darood clan receive much more position than expected with higher level of portfolios.
Abgal clan, a Hawiye sub clan, seen as favourite by President Yusuf and Prime Minister Nur Adde, who himself belongs to Abgal clan, did not haste to comment on the issue.
In the same way Habargidir sub clan of Hawiye did not correspondingly comment and still is in “wait and see mode’ on these developments.
There are lots of challenges ahead of TFG to satisfy various tribes juggling for power. Another major issue for government is to start negotiations with the insurgents which has caused considerable damage and human cost.
An other challenge is international community appeal to the Somali Government over the insertion of opposition members and their participation in government especially the moderates so as the government be inclusive to all Somali political and clan stake holders.
“Equity is needed before equality in the power sharing” said Abdullahi Farh, from the low caste groups of the point five.
Somalia has a power sharing system of four main clans; Hawiye, Derwood, Digul and Mirifle and Dir and a coalition of minority clans including Jarerweyne clan, banadiri, Tumal, Yaxar , Midgan and Rer Aw Hasan. The system appeared during Arta Conference is known as 4.5.
In the power sharing four main clans; Hawiye, Darood, Digil and Mirifle and Dir has the utmost priority due to the distribution of government positions and parliament seats while the Point Five group has less carve up against the four main giants in the divide in the government and parliament seats.
